Theme ordering isn't preserved on reload
When the server changes color depth, the themes are reloaded to ensure that the device dependant bitmaps in memory are of the highest possible color resolution. If themes were inserted or removed at runtime, the initially loaded themes will not be reloaded in the correct order.
